Decision Due on Caruso Mall

Developer Rick Caruso might have to wait until the end of the summer before he can get a green light to build The Shops at Santa Anita, a luxury retail mall in Arcadia, Calif., located 21 miles north of downtown Los Angeles.

The retail center cannot start construction until the Westfield LLC v. City of Arcadia lawsuit is resolved. On May 23, Los Angeles Superior Court Judge James Chalfant listened to four hours of testimony on the case but said his decision will be published in the next 90 days.

Westfield LLC filed a suit on the Caruso development’s environmental-impact report (EIR) on May 15, 2007. While the EIR was approved by Arcadia’s City Council on April 17, 2007, Westfield alleged the document did not consider the full environmental impact of The Shops at Santa Anita. The Caruso site is located adjacent to Westfield property Westfield Shoppingtown Santa Anita.

Caruso’s $400 million The Americana at Brand retail center opened in Glendale, Calif., more than 13 miles west of Arcadia, on May 2. Its tenants include Barneys NewYork Co-Op and Tiffany’s new concept store. The Westfield Shoppingtown Santa Anita has tenants such as Ann Taylor, Bebe and Abercrombie & Fitch. —Andrew Asch
