The 15-nation European Union and eight other countries have asked the World Trade Association to look into the Byrd amendment, a recently passed piece of U.S. legislation that would allow U.S. companies to collect the fines paid by countries found guilty of illegally dumping merchandise at artificially low prices in the U.S. market.
